Building & Development

Zoning is performed to manage the use of land with the municipality. The regulations state what type of business or structure can be built in certain areas, as well as characterstic of the building. Through regulating the land uses the Municipality of Boissevain-Morton tries to create the best possible development of its community.

Building permits are required to begin construction of a building project. A building permit is required in order to protect the health, safety and welfare of the public. It does so by providing the means for the Municipality of Boissevain-Morton to ensure the necessary officials review the project design and to inspect the construction for minimum standards as required by the building code and by-laws.

A building permit is required for new construction, additions, alterations, renovations, relocations and repairs or rehabilitation of a building or structure. Some minor repairs do not require a permit.

     Required Inspection Stages

    • Permit applicants and/or contractors are responsible for contacting building inspector to have each stage inspected.
    • 24 hour notice required for all inspections
    1.  Footings Inspection: Pre-pour, all rebar and drainage
    2.  Walls Inspection: Pre-pour, all rebar in place and tied
    3.  Slab Piles Grade Beams: Pre-pour, all bar, pipe, plumbing to be in place
    4.  Backfill Inspection: Adequate bracing in place, all weatherproofing/drainage in place
    5.  Framing Inspection:All framing complete, truss/floor bracing installed, floors walls, roof sheeted. Any engineered plan to be available (truss, floor, etc.)
    6.  Insulation and V.B.: Prior to covering, all penetrations sealed including doors, Windows, electrical, plumbing and rim joist
    7.  Final Inspection: Prior to occupancy, all work complete

      $60 permit fee, plus inspection fee based on the total value of work to be done Value of $100,000 or less: 1% of the total construction value inspection fee

      Applying for a building permit

      A building permit is required PRIOR to beginning a construction project: new builds, additions, alterations, renovations, relocations and repairs or rehabilitation of a building or structure. Some minor repairs do not require a permit.

      Building permits are required to begin construction of a building project. A building permit is required in order to protect the health, safety and welfare of the public. It does so by providing the means for the Municipality of Boissevain-Morton to ensure the necessary officials review the project design and to inspect the construction for minimum standards as required by the building code and by-laws.

      • A building permit application may take up to 4-6 weeks to process.
      • Applicants are encouraged to obtain a survey (at applicant’s expense).
      • Site Plan: A site plan showing the following information is required:
        • the shape and dimensions of the site to be used or built upon
        • the location and dimensions of existing buildings and structures
        • the locations and dimensions of the proposed building, structure or addition (including separation distanes from the site boundaries)
        • the use or uses of existing and proposed buildings on the site, and
        • vehicular access and utility connections that may be required to service the building
      • Building Plans: In accordance with Manitoba Building Code, building plans are required for all non-agricultural buildings, including houses, private garages, commercial and industrial buildings, institutional buildings and accessory buildings over 100 sq ft in floor area.
      • Ensure your application is completed in full. Applications lacking the required information may result in your application being delayed.
      • Permit is valid for a period of 12 months from the date of its issuance provided it is acted upon during that same 12 month period. If the permit has not been acted on within the 12 months from the date of issuance, the applicant will be required to reapply for new permits.

      Zoning & Development

      Zoning By-Law

      The zoning by-law regulates how land and buildings can be used and developed. It divides the community into various zones – residential, commercial, industrial, etc, and sets specific rules for each zone. These rules can include what types of buildings are allowed, how tall they can be, how far they must be set back from property lines, and other standards like parking, fencing, and signage.

      A municipal zoning by-law is a legal documented adopted by a municipality and used as a key planning document to regulate land use and development within the boundaries of the municipality. A zoning by-law typically includes provisions regarding land use zones (zoning districts), permitted and conditional uses, development standards (regarding setback requirements, lots sizes, etc.) , and special provisions (regulations for accessory buildings, home-based businesses, fencing, signage, etc).

      A zoning by-law ensures orderly development and compatible land uses as well as assisting with long-term planning for municipal infrastructure, environmental impacts, and future development of the community. It protects public interest and ensures that development is compatible and sustainable for the community.

      A zoning by-law works hand-in-hand with a municipality’s development plan and is enforced through development permits and inspections.
